I would normally recommend logging into your account and changing your password just as a precaution. However, a sure-fire way to fix this is to update the email address you use to login with PayPal.

Sounds like your computer that you changed your password on is infected, change ALL of your passwords on a safe to use device (assume whatever you changed your password twice on is infected and not safe to use).
